Public Utility Commission of Texas (PUC)
A utility's application for a certificate of convenience and necessity is filed at the PUC. The three-member commission will issue a final order approving or denying the application and the route on which the transmission line will be built. The Public Utility Regulatory Act (PURA) and the PUC's rules govern the review and approval of the application.

State Office of Administrative Hearings (SOAH)
The hearing for most applications for a CCN is held at SOAH. An administrative law judge will be appointed to hear the evidence presented by all parties and prepare a proposal for decision (PFD) for the Commission. The Commission may approve the PFD, modify it, or reject it and remand the case back to SOAH for further proceedings.
